Deuteronomy Chapter 23, Verse 20
From BibleWiki
20: Unto a stranger thou mayest lend upon usury; but unto thy
brother thou shalt not lend upon usury: that the LORD thy God
may bless thee in all that thou settest thine hand to in the
land whither thou goest to possess it.
20: But to the stranger. To thy brother thou shalt lend that which he
wanteth, without usury: that the Lord thy God may bless thee in all thy
works in the land, which thou shalt go in to possess.
20: Thou mayest lend on usury to a stranger, but to thy brother thou shalt not lend on usury; that the Lord thy God may bless thee in all thy works upon the land, into which thou art entering to inherit it.
