Isaiah Chapter 29, Verse 18

18: And in that day shall the deaf hear the words of the book, and
the eyes of the blind shall see out of obscurity, and out of
darkness.

18: And in that day the deaf shall hear the words of the book, and they that are in darkness, and they that are in mist: the eyes of the blind shall see,
Verses 18 and 19 have verb syntax that has a waw-consecutive perfect followed by an imperfect. The tense seems to be future, however, by the context. What meaning can be determined for this grammar?
