Numbers Chapter 35, Verse 31

31: Moreover ye shall take no satisfaction for the life of a
murderer, which is guilty of death: but he shall be surely put
to death.
31: You shall not take money of him that is guilty of blood, but he
shall die forthwith.
31: And ye shall not accept ransoms for life from a murderer who is worthy of death, for he shall be surely put to death.
