Numbers Chapter 35, Verse 32

32: And ye shall take no satisfaction for him that is fled to the
city of his refuge, that he should come again to dwell in the
land, until the death of the priest.
32: The banished and fugitives before the death of the high priest
may by no means return into their own cities.
32: Ye shall not accept a ransom [to excuse] his fleeing to the city of refuge, so that he should again dwell in the land, until the death of the high-priest.
